Communique
مقدما مشروعا لرفع حالة الطوارئ، نظام الفساد والاستبداد يستمرئ التحايل والخداع
نقلت بعض الأنباء أنّ عبد العزيز بوتفليقة طلب من حكومته أن تسنّ قانون ترفع بموجبه حالة الطوارئ المستمرّة المفروضة منذ 9 فبراير 1992 وتستبدل بحالة الطوارئ ترتيبات لمكافحة الإرهاب.
إنّ حركة رشاد تعتبر هذه الخطوة فارغة من أيّ محتوى حقيقي يضمن الحدّ الأدنى من مطالب الشعب الجزائري بالحقّ في التمتّع بالحريات السياسية وتقرير مصيره بيده على غرار أغلبية الشعوب الأخرى. بل إنّ هذه الخطوة لا تهدف في واقع الأمر إلا إلى إحداث تغيير شكلي مع الإبقاء على حالة الطوارئ سارية وتضمين محتواها القمعي في القوانين العادية. كما تذكر حركة رشاد أن تمديد وإدارة حالة الطوارئ اتسمت بخروقات واضحة للدستور الجزائري والمواثيق الدولية التي صادقت عليها الجزائر.
إنّ النظام الحاكم قد عوّد الجزائريين على التغييرات الشكلية التي تطيل عمر الاستبداد والفساد، وما قانون ما سمّي بالمصالحة منّا ببعيد، وهو الذي ضمن استمرار سياسة الاستئصال البائسة وضمان الإفلات من العقاب للمجرمين.
إنّ حركة رشاد تعتقد أنّ أغلبية الشعب الجزائري اليوم تريد تغييرا سلميا وشاملا وجوهريا للنظام الحاكم: تغييرا لسياساته وأساليبه وشخصياته وطبائعه، خاصة وهي شاهدة على ثورات الأشقاء المجيدة في مصر وتونس.
إنّ حركة رشاد على يقين أنّ الشعب الجزائري لن يُخدع بهذه المسكّنات الكاذبة وسيمضي في طريقه نحو بناء دولة الحكم الراشد في أرض البطولات والشهداء. كما ندعو المواطنيين والمواطنات إلى المشاركة في مسيرات يوم 12 فيفري المقبل وكل المسيرات المطالبة بالتغيير الجذري والسلمي للنظام الحالي.

Projet de levée de l’état d’urgence :
une nouvelle manœuvre du pouvoir
Selon l’agence de presse algérienne, M. Bouteflika aurait demandé à son gouvernement de promulguer une loi visant à lever l’état d’urgence en vigueur depuis le 9 février 1992, et d’adopter en contre partie une nouvelle législation anti-terroriste.
Le Mouvement Rachad considère ce pas vide de toute signification réelle car il reste bien en deça des revendications minimales du peuple algérien à recouvrer son droit de jouir des libertés fondamentales et de décider de son destin, à l’instar des autres peuples. Cette démarche du pouvoir vise à opérer un changement factice, de maintenir l’état d’urgence dans les faits et de le pérenniser dans le cadre du droit régulier.
Rachad rappelle aussi que la gestion de l’état d’urgence et sa prolongation se sont déroulées en flagrante violation de la Constitution algérienne et des pactes internationaux ratifiés par l’Etat algérien.
Le pouvoir algérien a habitué les citoyens à de tels faux changements qui font perdurer le despotisme et la corruption. La loi dite de « réconciliation », qui a garanti la continuation de la politique de l’éradication et consacré l’impunité des auteurs de crimes majeurs commis contre le peuple, en est l’exemple.
Rachad a la conviction que la majorité du peuple algérien, qui observe la révolution de ses frères et soeurs en Tunisie et en Egypte, désire aujourd’hui un changement pacifique global et profond du système politique en Algérie, c’est-à-dire un changement de sa nature, de ses politiques, de ses pratiques, et de ses figures.
Rachad a la certitude que le peuple algérien ne tombera pas dans le piège des faux calmants et qu’il continuera son chemin dans la construction d’un Etat de droit et de bonne gouvernance sur cette terre des épopées et des martyrs.
Rachad appelle les citoyens et les citoyennes à participer aux marches du 12 février prochain ainsi qu’à toutes les marches revendiquant le changement radical et pacifique du système politique en Algérie.

State of Emergency to be lifted?
The corrupt, oppressive regime continues trying to trick the people
News agencies have reported that Abdelaziz Bouteflika has asked his government to draw up a law ending the State of Emergency that has continued since 9 February 1992 and replace it with anti-terrorism measures.
Rachad believes that this step, empty of all real significance, fails to meet the minimum demands of the Algerian people for political freedoms and the right to determine their own destiny like most other peoples. In fact, this step only aims to project the appearance of change while routinising the State of Emergency by moving its oppressive contents into normal law. Rachad also recalls that the extension and administration of the State of Emergency has been characterised by blatant violations of the Algerian Constitution and international treaties ratified by Algeria.
The ruling regime has got Algerians used to superficial changes meant to keep oppression and corruption going. It is not long since the “Law of National Reconciliation”, which guaranteed the continuation of eradicationist policies under the name of reconciliation and granted impunity to criminals.
Rachad considers that the vast majority of the Algerian people today want peaceful, but comprehensive and radical, regime change: a change of its policies, its personalities, and its nature, especially as they witness the glorious revolutions of their brothers and sisters in Egypt and Tunisia.
Rachad is certain that the Algerian people will not be fooled by these lying assurances, and will continue on the path towards establishing the rule of law and good governance in the land of heroes and martyrs. We call on the people to demonstrate massively on 12 February and any subsequent non-violent demonstrations calling for a real regime-change.
