بيان يتعلّق بالمظاهرة الوطنية من أجل المطالبة برفع حالة الطوارئ، تنظمها التنسيقية الوطنية للتغيير والديمقراطية

عقب الأحداث التي عصفت بالبلد وبالمنطقة طيلة الأسابيع الماضية، تنادي التنسيقية الوطنية للتغيير والديمقراطية، التي أُنشئت بتاريخ 21 يناير 2011، إلى مظاهرة وطنية من أجل المطالبة برفع حالة الطوارئ المستمرة منذ 9 فبراير 1992.

وإن كانت حركة رشاد لم تُشرَك في مبادرة تأسيس هذه التنسيقية، فهي تأمل أن تُشكّل هذه الأخيرة فضاءً حرًّا وجامعًا، مفتوحًا لكل قوى المجتمع المدني بلا إقصاء، لأن ذلك هو الضمان الوحيد لنجاح أيّ عمل جماعي يهدف إلى طرح بديل ذي مصداقية للنظام القائم في الجزائر.

وانطلاقا من

• ميثاقها الذي ينادي بدعم كل مبادرة تهدف إلى مدّ جسور بين الفاعلين السياسيين والاجتماعيين وإلى بناء علاقات ثقة بينهم وإلى المساهمة في تجميعهم؛

• قناعتها بعدم قدرة أيّ قوة سياسية لوحدها على إحداث التغيير السياسي السلمي والجذري الذي يتطلّع إليه الجزائريون؛

• توصيات الشركاء في المعارضة، المجتمعين في مدينة جنيف في شهر نوفمبر 2008، بدعم المبادرات التي تطالب بالتغيير السياسي الجذري وتدعو إلى تكاثرها في مختلف الأوساط والمستويات والفئات الاجتماعية؛

فإنّ حركة رشاد تعبّر عن مساندتها لمطلب رفع حالة الطوارئ، ليس كهدف بذاته ولكن كخطوة نحو التغيير السلمي والجذري لطبيعة النظام السياسي الذي لا يزال متسلطا على الجزائر.

كما تدعو حركة رشاد المواطنين وكافة القوى التي تسعى إلى التغيير وتأمل في انعتاق بلدنا من الدكتاتورية، للمشاركة بطريقة لاعنفية في هذه المظاهرة.

Communiqué

au sujet de la manifestation nationale pour exiger la levée de l’état d’urgence

organisée par Coordination Nationale pour le Changement et la Démocratie

Suite aux évènements qui ont secoué le pays et la région ces dernières semaines, la Coordination Nationale pour le Changement et la Démocratie, créée le 21 janvier 2011, a appelé à une manifestation nationale pour exiger la levée de l’état d’urgence qui perdure depuis le 9 février 1992.

Même si le mouvement Rachad n’a pas été associé à sa formation et son initiative, il espère que cette coordination sera un espace libre et rassembleur ouvert à toutes les forces de la société civile du pays, sans exclusive, car c’est la seule garantie du succès d’une action collective en vue d’une alternative crédible au pouvoir actuel en Algérie.

En vertu

• de sa charte qui préconise l’appui de toute démarche qui vise à jeter des ponts entre les acteurs politiques et sociaux, à bâtir des relations de confiance entre eux et à contribuer à leur rassemblement ;

• de sa conviction qu’aucune force politique ne pourra à elle seule opérer le changement politique pacifique radical attendu par les Algériens ;

• des recommandations des partenaires de l’opposition, réunis à Genève en novembre 2008, de soutenir les initiatives qui revendiquent un changement politique radical et d’appeler à ce qu’elles se multiplient à tous les niveaux, et dans tous les segments de la société ;

Rachad exprime son soutien à l’exigence de la levée de l’état d’urgence, non comme une fin en soi mais comme un pas vers un changement pacifique radical de la nature du système politique qui continue à sévir en Algérie.

Rachad appelle les citoyens et toutes les forces qui aspirent au changement, et souhaitent voir notre pays s’émanciper de la dictature, à participer de façon non-violente à cette manifestation.

About the national demonstration for the lifting of the state of emergency organized by the National Coordination for Change and Democracy

Press Release

Following the events that shook the country and the region in recent weeks, the National Coordination for Change and Democracy, set up on January 21, 2011, called for a national demonstration to demand the lifting of the state of emergency which has been in force since 9 February 1992.

Although Rachad was not involved in the setting up of this organisation and its initiative, it hopes that this coordinating body will be a free and inclusive forum open to all forces of Algerian society, without exception, because this is the only way to ensure the success of any collective action for a credible alternative to the current regime in Algeria.

On the basis of

• its charter which advocates supporting all initiatives for building bridges between political and social actors, building trust between them and contributing to their unity,

• its belief that no political force can, alone, bring about the radical and peaceful political change Algerians long for,

• the recommendations of the opposition partners - who met in Geneva in November 2008 - to support all actions aimed at bringing about a radical political change and to call for their multiplication at all levels and within all segments of society,

Rachad expresses its support for the demand of lifting the state of emergency, not as an end in itself but as a step towards a peaceful and radical change of the nature of the political system that is still plaguing Algeria.

Rachad urges all people and forces who want to see our country free from dictatorship to participate non-violently in this demonstration.
